Vice President and General Manager
Mr. Jacques Comtois has extensive experience in the aerospace, transportation and defence industries where he held many strategic positions in various organizations. Most recently, he was General Manager of the JFK Service Delivery Centre for Bombardier Transportation in New York. Previously, he held leadership positions at Bombardier Aerospace including General Manager of the Amsterdam Service Centre and Vice President and Director of Operations for Military Aviation Training. Prior to joining Bombardier, Jacques acquired additional valuable experience working with Rolls-Royce and Spar Aerospace.
Jacques has also enjoyed an outstanding career in the Canadian Forces. The highlights of his military career include operational tours in Canada, Germany and the Persian Gulf. He retired as the Commanding Officer of 3 Air Maintenance Squadron (3 AMS), in Bagotville, Québec where he was responsible for the second and third line maintenance completed on CF-18 aircraft.
He has a Bachelor of Mechanical Engineering from the Royal Military College of Canada as well as a Master of Business Administration from Queen's University in Ontario.
Vice President, Programs
Paul Mercier was appointed Vice President, Programs at L-3 MAS in 2015. He previously held the position of Vice President, Aircraft Modification and Integration where he managed a portfolio of military in-service support contracts for defence clients in North America, Europe and Australia.
Mr. Mercier has over 30 years in the aerospace and defence environment. Following an exciting military career as a Military Aerospace Engineering on Fighters and Helicopters, he joined Bell Helicopter in engineering and project management. He then joined Bombardier Defence Services in 1997 in engineering business development and program management. He has since assumed roles of increasing responsibilities where he became Director of Public Relations, Strategic Planning, Six Sigma, Business Development, Programs and UAVs.
Mr. Mercier has a BEng degree in Mechanical Engineering from the Royal Military College of Canada.
Vice President, Finance
Michel Boulay joined L-3 in 2003. He brings almost 25 years of experience in finance and accounting.
He initially worked three years in a CPA firm as an auditor. He since has been pursuing his career in the aerospace industry where he has held several positions starting as an internal auditor for Bombardier, then being responsible of accounting, budgeting and pricing before being promoted to Vice President, Finance of L-3 MAS in 2007. During the years, he has acquired a significant knowledge and awareness on activities of the defense and commercial sectors. Throughout the years, he has contributed actively in establishing MAS has a high performing and profitable member of L-3.
Mr. Boulay holds a Bachelor in Business Administration degree and is a Chartered Public Accountant (CPA).
Senior Director, Business Development
Marc LeBlanc was appointed Senior Director, Business Development at L-3 MAS in 2016, responsible for the successful growth and development of the company into the future.
Marc has over 30 years of diversified experience in the Aerospace and Defense industry and has been with L-3 MAS for over 9 years, where he has played a key role in developing strategic business growth plans, executing capture activities and leading Canadian and international campaigns with great success.
Before joining L-3 MAS, Marc led business growth at Harris Canada as a BD Director and served in the Royal Canadian Air Force as an Aerospace Engineer for 21 years. His career highlights include operational tours at CFB Baden in Germany and CFB Bagotville, Quebec, and staff duties at NDHQ, including CF-18 Aircraft Engineering Officer, CF-18 Deputy Weapon System Manager and Staff Office for the Deputy Chief of the Defence Staff.
Marc graduated with a Bachelor of Engineering Degree from the Royal Military College and successfully completed the Canadian Forces Command and Staff College course.
